Dangerous Goods
Security Provisions
(a) Each operator or agent,
seeking ECAA approval shall establish dangerous goods security measures,
applicable to shippers, operators, consignors and other individuals engaged in
the transport of dangerous goods that may endanger persons or property. These
measures should be commensurate with security provisions specified in relevant
ICAO Annexes, the ICAO security Doc, the ICAO Technical Instructions and the
IATA Dangerous Goods Regulations.
(b) As a pre-requisite with to
any contractual arrangement, ground handling companies, code share partners and
freight forwarders shall comply with the security measures. Contracts between
handlers and the operators will have a copy of the security measures attached
to the document. Written acknowledgement shall be retained by the operator
Operators,
shippers and others engaged in the transport of high consequence dangerous
goods should adopt, implement and comply with a security plan addresses at
least the elements as specified in ICAO Technical Instructions and IATA DG
Regulations.
Note:
Operators,
shippers and others with responsibilities for the safe and secure transport of dangerous
goods should cooperate with each other and with appropriate authorities to
exchange threat information, apply appropriate security measures and respond to
security incidentas.
